The Ministry of Public Administration and Political Affairs has announced a major milestone in Sierra Leone’s public sector reforms with the approval of the Civil Service Code and Rules 2024, which replaces the outdated 2011 version. This decision was finalized during the 10th Cabinet Meeting held December 18, 2024, signalling a new chapter for the country’s civil service architecture.
This revised framework is a direct reflection of President Dr. Julius Maada Bio’s vision to revamp Sierra Leone’s public administration and align it with global best practices. It forms a crucial part of the Medium-Term National Development Plan 2024-2030, which identifies public sector reform as the fifth pillar of the government’s “Big Five Game Changers.” The primary objectives of the revised Civil Service Code are to:
- Enhance service delivery in all sectors
- Uphold professionalism and transparency
- Promote accountability and efficiency
- Attract top-tier talent to better serve the nation
According to the ministry, the approval of the Civil Service Code and Rules 2024 is set to usher in a new era of professionalism and effectiveness across Sierra Leone’s public institutions. Public servants are encouraged to familiarize themselves with the revised document and strictly adhere to its provisions as such is essential for ensuring accountability, transparency, and improved service delivery in all public sectors.
The ministry highlighted that the revised code aligns with long-term public service reform goals. It also supports efforts to create a merit-based system that rewards performance whilst discouraging nepotism, inefficiency, and corruption.
To facilitate the rollout of the new code, an implementation strategy and accompanying guidelines are being developed. Such tools will ensure widespread awareness among civil servants and support their understanding of the revised code’s principles and provisions, including targeted training sessions, workshops, and outreach initiatives to create a seamless transition.
The ministry emphasized the importance of the sensitization process, as effective application of the Civil Service Code and Rules 2024 depends on civil servants being well-informed and adequately trained.
The Ministry of Public Administration and Political Affairs extended its gratitude to all stakeholders who contributed to the consultation, validation, and approval process. These include the Human Resource Management Office (HRMO), the Public Service Commission (PSC), the Cabinet Secretariat, the Public Sector Reform Unit (PSRU), and the Ministry of Finance.
Particular acknowledgment was given to President Julius Maada Bio for his leadership in driving the transformative reform. The ministry also expressed appreciation to the European Union for its financial support under the MAPE project, which made the revision of the Civil Service Code and Rules 2024 possible.
The updated Civil Service Code is now accessible electronically, allowing civil servants and members of the public to download and review the document, a move underscoring the government’s commitment to transparency and the use of digital tools to facilitate public sector reforms.
The adoption of the Civil Service Code and Rules 2024 represents a renewed commitment by the government to rebuild trust in public institutions. By addressing inefficiencies and ensuring accountability, the new code is expected to enhance public confidence in civil servants and their ability to meet the needs of the people.
As Sierra Leone embarks on this transformative journey, the ministry has pledged ongoing support to civil servants to ensure the successful implementation of the revised framework. The emphasis on professionalism, transparency, and efficiency will contribute to a stronger, more effective public service for the nation.
