FREETOWN, Sierra Leone, 24th May, 2025: The Judiciary of Sierra Leone has taken note of the press release dated 23rd May, 2025 issued by the Campaign for Human Rights and Development International (CHRDI), which makes false and unsubstantiated allegations against the country’s judicial system. While we welcome constructive criticism and value the role of civil society in democratic governance, it is essential that such contributions are grounded in facts, responsible analysis, and an understanding of the complexities involved in judicial administration.

We categorically oppose CHRDI’s portrayal of the Judiciary as an institution in disrepair, facing “public disillusionment,” and we are deeply concerned by the misleading nature of the vague report. CHRDI’s press release fails to meet the minimum standards of balanced reporting and credible data, independent verification, or engagement with the leadership of the Judiciary for clarification before publication. We are of the view that the purpose is to run a smear campaign against the current administration led by His Lordship Honourable Justice Komba Kamanda.

  1. Lack of Factual Accuracy and Credible Sources

CHRDI’s report provides no verifiable evidence to substantiate its claims. Accusations of “widespread corruption,” “selective justice,” and “political interference” are serious and must be supported by specific examples, legal findings, or reports from recognized oversight bodies. In the absence of such, these statements remain speculative and defamatory, potentially undermining public confidence without just cause.

Moreover, CHRDI fails to acknowledge the many independent judgments that have held powerful individuals accountable, regardless of status or affiliation, reinforcing the Judiciary’s impartiality.

  1. Disregard for Judicial Reform Efforts

Contrary to CHRDI’s claim that the Judiciary has done little to improve transparency and efficiency, the Judiciary under the leadership of His Lordship the Honourable Chief Justice Komba Kamanda has in the last 200 days implemented significant reforms aimed at improving access to justice and institutional integrity. These include:

– Digitalization of Court Processes through the introduction of electronic case management systems to track case flow and reduce unnecessary delays.

– In order to inspire confidence and build public trust, the assignment of all Adoption files are done by the Chief Justice. In addition, the Chief Justice has reviewed the implementation of Adoption Orders.

– Restructured the Bailiff Department by ordering that no execution be carried out by the Undersheriff’s Office without the approval of the Supervisory Judges.

– Establishment of the Sexual Offences Model Court in Bo and the first ultramodern Library with e-Library resources for Researchers, Law Students, Journalists, CSOs, and the general public.

– Expanded access to justice for remote communities through the employment of more Magistrates and Judges.

– Revived the High Court sittings in the provinces such as Pujehun town after two years without High Court sitting.

– Ongoing training and continuous legal education for judges and magistrates through partnerships with international legal bodies.

– The establishment of more Courts in June to increase access to justice and speedy delivery of justice.

– Regular engagement with the media, CSOs, development partners and the public to foster trust and transparency.

– Timely delivery of judgments in the last 200 days.

These are verifiable initiatives that CHRDI conveniently ignored in its assessment.

  1. Respect for Separation of Powers and Judicial Independence

Sierra Leone’s Judiciary remains constitutionally independent and has continued to assert this independence, even under challenging circumstances. The suggestion that it operates under political influence is not only misleading but also undermines the principle of separation of powers enshrined in our national governance framework.

Judges are appointed following constitutional procedures and must operate under ethical standards outlined in the Judicial Code of Conduct. Allegations of misconduct are investigated by the Judicial and Legal Service Commission, not by NGOs or the Court of Public opinion.

  1. Commitment to Accountability and Reform

We recognize that no institution is perfect and that reform is an ongoing process. The Judiciary has welcomed both internal and external audits, maintained open-door policies with international observers, and strengthened internal disciplinary mechanisms to ensure accountability at all levels.

We are not averse to critiques but such must be constructive, evidence-based, and respectful of institutional progress.

We extend an invitation to CHRDI and other interested civil society groups to engage the Judiciary directly, participate in public forums, and contribute meaningfully to reform processes.

In conclusion, the Judiciary of Sierra Leone remains resolute in its commitment to delivering justice fairly, efficiently, and independently. We urge members of the public, civil society, the media and international partners to support the Judiciary through facts, collaboration, and shared values of due process and rule of law—not through the spread of misinformation.

“The resilience of our democratic institutions, including the Judiciary, depends on a responsible and informed citizenry,” said the Honourable Chief Justice, while admitting that there are visible challenges but at the same time assured that he is ready and committed to make the Judiciary an envy within the Sub-region. He said he will continue to superintend an administration that is transparent and accountable to the people of Sierra Leone.
