At the 27th Commonwealth Business Forum in 2024, President Julius Maada Bio of Sierra Leone emerged as a key voice, emphasizing the transformative potential of technology in driving national development and addressing systemic challenges such as corruption. The forum, held under the theme “Connecting the Commonwealth,” brought together influential leaders and innovators to explore strategies for enhancing collaboration among Commonwealth nations, with technology at the forefront of discussions.
President Bio took to the stage as a panelist, joined by notable figures such as Lord Maryland of Odstock, Chairman of the Commonwealth Enterprise and Investment Council (CWEIC), and Lauren Dreyer, Vice President of Starlink. Together, they deliberated on the crucial role that technology plays in fostering development across various sectors.
In his opening remarks, President Bio illustrated the impact of the internet expansion in Sierra Leone, specifically recognizing the pivotal role of Starlink in enhancing national connectivity. “The introduction of Starlink has been a game-changer for our country,” he stated, noting that internet access has significantly increased, now reaching 14 out of 16 districts in Sierra Leone. He described this achievement as essential for the nation’s development ambitions, asserting that improved connectivity can facilitate growth across multiple sectors.
Technology as a Tool Against Corruption
A significant focus of President Bio’s discourse was the potential of technology to combat corruption, which has long plagued many developing nations. He articulated a vision where reducing cash transactions through digital platforms could lead to greater transparency and accountability in public and private sectors. “We believe that technology is a viable solution to combat corruption,” he asserted. By adopting digital solutions, Sierra Leone can enhance its healthcare, education, and agriculture sectors, creating a more equitable environment for all citizens.
The president also underscored the government’s commitment to modernizing Sierra Leone’s infrastructure and systems to align with global standards. By increasing internet access, educational institutions can connect with a broader range of resources and tools, ultimately enriching students’ learning experiences. “Technology will empower our youth, opening doors to new opportunities and knowledge,” he said, advocating for investments in technological advancements to bolster human capital development.
Starlink’s Role in Expanding Connectivity
Lauren Dreyer, Vice President of Starlink, responded positively to President Bio’s remarks, expressing gratitude for Sierra Leone’s warm reception of the satellite internet service. She reiterated Starlink’s mission to empower individuals and expand access to services in underserved communities around the world. “We are committed to creating connectivity for diverse communities, enabling them to thrive in the digital age,” she noted. Dreyer emphasized that the partnership between Sierra Leone and Starlink exemplifies how technology can bridge gaps in access and opportunity.
The discussion highlighted how innovative technologies can provide solutions to some of the pressing challenges faced by developing nations. President Bio’s vision resonated with Dreyer’s commitment to expanding Starlink’s services, reinforcing the idea that collaboration between governments and private enterprises is essential for fostering a digital ecosystem that benefits all citizens.
Acknowledging Challenges and Setting Aspirations
Despite highlighting the strides made in technology and connectivity, President Bio did not shy away from acknowledging Sierra Leone’s status as a low-income country. He emphasized that while challenges remain, the government recognizes the importance of embracing technological advancements. “We are determined to leverage technology to uplift our people and improve their quality of life,” he declared.
In a call to action, the president urged fellow Commonwealth nations to invest in technology as a catalyst for sustainable development. He pointed out that the digital divide can hinder progress, and collaborative efforts must focus on ensuring that no country is left behind in the race toward modernization.
Closing Remarks and Future Directions

He commended the government’s efforts to promote digital inclusion and connectivity, recognizing that such initiatives are vital for driving economic growth and enhancing the quality of life for citizens.
