Chief Minister Dr. David Moinina Sengeh on the 27th March 2025 chaired a strategic meeting on the Integrated Customs Single Window (ICUS) project, bringing together key government institutions and private sector partners to discuss the initiative’s financial and operational framework.
An integrated customs single window (ICSW) streamlines trade by allowing businesses to submit all import, export, and transit-related information and documents through a single, unified interface, reducing paperwork and improving efficiency.
During the session, Raymond AmaGlo, Director of Operations at Ghana Link Network Service Limited, delivered a detailed presentation outlining the project’s contract pricing, initial capital investment, estimated operating costs over ten years, and an equipment replacement plan. He further highlighted the debt refinancing strategy, revenue and operating cost projections, and proposed fees for investment amortization under the ICUS project.
The meeting held in collaboration with the Ministry of Finance (MoF), Ministry of Trade and Industry (MTI), Ministry of Transport and Aviation (MTA), National Revenue Authority (NRA), Sierra Leone Ports Authority (SLPA), and the Public-Private Partnership (PPP), underscored the government’s commitment to modernizing customs operations and enhancing trade efficiency.
Chief Minister Dr. Sengeh emphasized the importance of a seamless and transparent customs system in driving economic growth, ensuring revenue optimization, and facilitating business competitiveness in Sierra Leone.
