The Government of Sierra Leone, through the Ministry of Foreign Affairs and International Cooperation and the People’s Republic of China transformed principles into a binding pact on the signing of a development cooperation agreement. The ceremony, held at the Ministry of Foreign Affairs and International Cooperation, moves the bilateral relationship from promise into actionable progress.
The signing event marked a represented-shared blueprint for direct impact, focusing on practical projects to uplift Sierra Leonean communities. Officials from both nations gathered in the Ministry’s conference room, radiating a collective commitment to translate words into tangible results.
Presiding with visible optimism, Sierra Leone’s Minister of Foreign Affairs, Alhaji Timothy Musa Kabba, outlined the agreement as the culmination of a trusted friendship. He highlighted the November 2025 visit of China’s Vice Premier, His Excellency Liu Guozhong, which secured a pivotal pledge of 100 million Chinese Yuan in gratuitous assistance for Sierra Leone’s development.
“This document lives and breathes,” Minister Kabba declared, holding the agreement aloft. “It is a testament to years of mutual respect. Our pledge is clear, that, these resources will fuel projects that deliver real, visible change for our citizens.” His words offered a direct assurance of both transparency and transformative intent.
Echoing this collaborative vision, His Excellency Zhao Yong, China’s Ambassador to Sierra Leone, pointed to a dynamic season of partnership. He cited recent joint endeavors with President Bio, including the launch of the Excellence Skills Academy and a key Environmental, Social, and Governance report. These initiatives, he noted, demonstrate a relationship rapidly maturing from dialogue to action.
Ambassador Zhao clarified the agreement’s practical heart, that, “our focus will be ‘small yet smart’,” he explained. “Through joint consultation, we will implement targeted livelihood projects designed for immediate, positive community impact.” He stressed that the gratuitous assistance is tailored to be effective and responsive to local needs.
Ambassador Zhao affirmed a unified drive for momentum. “We stand ready to work side-by-side with our Sierra Leonean colleagues to expedite implementation,” he stated.
