The Ministry of Public Administration and Political Affairs (MoPAPA) has today Monday 8th August 2025 held strategic meeting with the leadership of the Civil Service Training College (CSTC) at the Ministry’s headquarters on 9th Floor Youyi Building in Freetown.

The purpose of the meeting was to deliberate on the ongoing Management and Functional Review (MFR) of the Civil Service Training College (CSTC) – designed to produce a robust framework and strategic plan for the transformation of the College into the Public Service Academy.

This transition represents a key deliverable in the Strategic Roadmap for Public Service Reform under the leadership of MoPAPA, and by extension, it is a critical indicator in the Medium-Term National Development (MTNDP).

The establishment of the Public Service Academy is expected to play a pivotal role in strengthening institutional capacity, enhancing professional development and ensuring an efficient and modernized public service.

Funding for the MFR has already been secured and a consultant is being recruited to work closely with the Public Sector Reform Unit (PSRU) in carrying out this exercise.

Speaking during the engagement, the Minister of Public Administration and Political Affairs, Hon. Amara Kallon reaffirmed Government’s commitment to reforming the public service.

”The transformation of the Civil Service Training College into the Public Service Academy marks a major step in professionalizing our public service. This reform is not just about institutional restructuring, but about building a stronger, more capable accountable public service that will effectively deliver on the development priorities of Sierra Leone,” the Hon. Minister underscored.

In a nutshell, the Ministry remains committed to delivering transformative reforms in the public service to ensure efficiency, accountability and sustainable development.
