The National Civil Registration Authority (NCRA) in Sierra Leone has announced the resumption of its Biometric Identity Card registration services after successfully completing maintenance on its National Automated Biometric Identification System (ABIS). This development, confirmed in a public notice dated October 24, 2024, marks a significant step in enhancing identity management and security for all residents.
The NCRA’s Director General, Mohamed Mubashir Massaquoi, stated that the essential maintenance, which began on October 10, temporarily affected certain registration services. However, with the system now restored, the NCRA is back to issuing National Identification Numbers (NINs) for individuals aged 12 and older. This initiative is crucial as it allows residents to obtain their Biometric ID Cards, a key component in accessing essential services and ensuring secure identity verification.
During the maintenance period, the NCRA assured the public that other important services, such as the registration of minors under 12 and the verification and updating of personal information, remained operational. This commitment to continuous service reflects the Authority’s dedication to effective civil registration and identity management across the nation.
Residents are encouraged to visit NCRA offices throughout the country to obtain their Biometric ID Cards. Key registration locations include:

NCRA Office, Kennedy Street
NCRA Branch Office, 230 Lumley Road (Roundabout)
NCRA Office, Waterloo, along Freetown Highway (Opposite Police Station)
The streamlined process has garnered positive feedback from registrants. Barton Cole, who recently visited the King Harman Road office for his ID card, praised the efficiency of the service. He reported completing the entire registration process in under 15 minutes, receiving his card notification just three days later. Cole highlighted the professionalism of the NCRA staff, calling it a refreshing change from the typical public service experience.
The implementation of biometric ID cards is a pivotal milestone in Sierra Leone’s broader efforts to enhance national security and service delivery. By leveraging technology in identity management, the government is positioning itself to better serve both citizens and non-citizens.
