The Parliament of Sierra Leone, on Tuesday, 25th November 2025, debated and ratified several financing agreements aimed at enhancing the socioeconomic development of the nation.
The following agreements were ratified by Parliament:

During his presentation, the Minister of Finance, Sheku Ahmed Fantamadi Bangura, informed the House that the agreements are geared toward improving market access in the North-Western Region and boosting agricultural productivity.
“We are also opening roads in other regions,” the Minister added.
Speaking on the Livestock and Delivery Programme, the Minister said the project forms part of the Feed Salone Initiative. He noted that the initiative will target 62,000 households and introduce innovative approaches to livestock development. He further stated that access to finance will be provided and monitored by the government.
Contributing to the debate, the Chairman of the Parliamentary Finance Committee, Hon. Amara Kai Samba described the construction of Kamakwie Road as a laudable venture, emphasizing its national development importance. On the livestock component, he stressed the need for greater investment in livestock production to reduce importation. He also urged for due diligence to ensure that all intended beneficiaries are adequately served.
On his part, Hon. Abdul Karim Kamara, Opposition Whip from Kambia District, welcomed the agreements, describing them as beneficial to the people of Sierra Leone. He encouraged political leaders to embrace development initiatives and referenced the transformative impact of road construction on national growth. Regarding the livestock project, he appealed for greater flexibility in supporting farmers.
Also contributing, the Deputy Leader of Government Business, Hon. Bashiru Silikie commended the agreements and highlighted the need for tollgate provisions on the Kamakwie Road for sustainability. He emphasized and suggested that the project should be awarded to competent contractors and urged the Finance Minister to grant SLRA full authority in awarding the contracts.
Hon. Keikura Vandi from Bo District noted that the livestock project will greatly support farmers, especially in accessing finance, something he said has been challenging. He expressed optimism that the agreements would ease such difficulties.
Similarly, Hon. Mustapha Sellu from Moyamba District expressed concern over the challenges farmers face in securing bank loans and hoped that the project would help address those gaps.
Hon. Abubakarr Fofanah from Kenema District described road construction as a “win-win situation” for the nation and commended the Finance Minister for securing the agreements.
In his contribution, Hon. Musa Fonah from Kono District described the Kamakwie Road Project as a blessing to Sierra Leone. He applauded the government and President Bio for providing the necessary funds and outlined the project’s economic significance.
Hon. Abdul Karim Bangura from Karene District praised President Bio for fulfilling his promise to the people of Karene through the road project. He also acknowledged other development initiatives undertaken in that district.
Concluding the Acting Leader of the Opposition, Hon. Daniel Brima Koroma welcomed the agreements and explained structural aspects of financing loan arrangements. He noted that the Kamakwie Road Project dates back to 2015 and commended the Minister of Finance for reviving it. On the livestock project, he appealed for the resuscitation of the Musaia Agricultural Livestock Farm in Koinadugu District.
“We on this side are more than willing to support this project,” he affirmed.
In closing the debate, the Acting Leader of Government Business, Hon. Emerson Saa Lamina clarified earlier submissions on the Kamakwie Road Project. He highlighted the three major pillars of the government’s socioeconomic development agenda and explained the rationale behind the agreements. He underscored the importance of the road project and acknowledged Parliament’s role in ensuring their effective implementation.
Regarding the livestock agreement, he reiterated that 62,000 households would benefit and that capacity-building components are included. He also called for legislation regulating cattle rearing and farming activities to prevent conflict.
The leader concluded by commending the Minister of Finance and his technical team for securing the agreements and reminded the minister of the need to construct the road linking Kono District to the Guinea border.
