A high-level Sierra Leonean government delegation concluded successful diplomatic infrastructure missions in Monrovia, Liberia, and Accra, Ghana, on September 5, 2025, to bolster the nation’s regional presence. The delegation, comprising officials from the Ministry of Foreign Affairs and International Cooperation, the Ministry of Finance, and the Ministry of Works and Public Assets, oversaw key developments in Sierra Leone’s embassy projects.

In Monrovia, the team formally handed over the site for the rehabilitation of Sierra Leone’s chancery building. The delegation included Emmanuel M. Sandi, Director of Administration and Finance at the Ministry of Foreign Affairs; Abu Bakarr Turay, Head of Procurement; Lawrence D. Gbaya, Principal Quantity Surveyor; and Michael L. Swarray, Director of Procurement at the Ministry of Finance.

The handover ceremony was led by Sierra Leone’s Ambassador to Liberia, Eddie Massally, who praised President Julius Maada Bio and Foreign Affairs Minister Alhaji Timothy Kabba for their dedication to enhancing Sierra Leone’s diplomatic footprint. Ambassador Massally pledged full support to KAF Properties, the contractor tasked with the project, to ensure timely completion.

Ibrahim Kabba, CEO of KAF Properties, expressed gratitude for the government’s trust in a Sierra Leonean-owned company, emphasizing the project’s role in supporting local businesses. Chairman Emmanuel Kabba confirmed the renovation, expected to take eight months, would deliver a modern, functional chancery to strengthen diplomatic operations.

Emmanuel M. Sandi, speaking for the delegation, underscored the embassy’s strategic importance in fostering robust Sierra Leone-Liberia relations. Michael Swarray noted that prior assessments had highlighted the need for rehabilitation, expressing satisfaction with the project’s launch.

In Accra, the delegation, welcomed by High Commissioner Mohamed Hassan Kaisamba, reviewed the construction of a new chancery, which is 75% complete. JULAK’s CEO reported that major structural work is done, with only interior and exterior finishing remaining. Sandi commended JULAK’s progress, urging the contractor to maintain high standards and deliver on time. The delegation emphasized quality and value for money, reflecting Sierra Leone’s commitment to efficient and impactful diplomatic infrastructure.

These missions highlight Sierra Leone’s dedication to strengthening its foreign service and projecting a positive image across the region.
