In a landmark move to promote inclusive development and strengthen global partnerships, the Government of Sierra Leone, in collaboration with the Government of India and the United Nations Development Programme (UNDP), has signed a South-South and Triangular Cooperation Agreement aimed at advancing sustainable development and supporting vulnerable groups, particularly persons with physical disabilities.
The agreement, signed under the framework of the Third High-Level Forum on South-South and Triangular Cooperation for Sustainable Development, marks a renewed commitment to solidarity among nations of the Global South. The initiative is being led in Sierra Leone by the Ministry of Social Welfare, with support from development partners and diplomatic missions.
Dignitaries and Remarks
The official signing ceremony, held in Freetown, was chaired by the Minister of Public Affairs, Mr. Amara Kallon, who welcomed the delegation from the Indian High Commission, UN representatives, and senior government officials.
In her Keynote address, the Minister of Social Welfare, Hon. Melrose Karminty, described the agreement as a transformative opportunity to empower persons with disabilities.
She emphasised the ministry’s commitment to ensure that individuals with disabilities are not left behind in Sierra Leone’s development journey.
“This partnership is more than a commitment; it is a declaration that our development must be inclusive,” said Minister Karminty. “We are grateful for this support, which will enhance opportunities, accessibility, and dignity for all citizens.”
Closing Statement by the Vice President
Delivering the closing remarks on behalf of President Julius Maada Bio, Vice President Dr. Mohamed Juldeh Jalloh commended the collaborative spirit of the participating countries and institutions, extending appreciation to the Chairperson of the Continental Secretariat, ministers, and development partners for their role in fostering a cooperative framework that promotes shared prosperity.
“Over the past few days, we have witnessed the sharing of invaluable experiences and innovative practices from across the Global South. Today’s agreement is a practical manifestation of that spirit of cooperation,” said Vice President Jalloh.
He called on the African diaspora, private sector, and civil society to play a more active role in accelerating inclusive growth, strengthening governance systems, and elevating Africa’s voice in global development dialogues.

The signed agreement lays the foundation for coordinated programming that will directly benefit people living with disabilities in Sierra Leone. Implementation efforts will focus on empowerment, social protection, and access to opportunities through targeted interventions supported by international expertise and funding.
