Following his presumed re-election in the June 24, 2023, polls, President Julius Maada Bio in has his first set of cabinet appointment announced Monday 10 July 2023 recycled his closed allies and relatives to serve in various government and cabinet positions, subjected to the would be singled-out Sierra Leone People’s Party (SLPP) parliamentary approval.
The recycled appointees include one of Bio’s blue eye boys, Dr. David Moinina Sengeh, as State House Chief Minister in the Office of the President, Mohamed Lamin Tarawally, as Attorney General and Minister of Justice and Sheku Ahmed Fantamadi Bangura Minister of Finance.
“These sets of appointees as you can see are being retained by the Bio administration due to their closed connections with the presidency and his relations, as if they are the only competent Sierra Leoneans and ruling SLPP members capable of serving in those cabinet positions, opined a strong SLPP executive member.
Dr Ramatulai Wurie (Haja), Minister of Technical and Higher Education, Conrad Sackey, Minister of Basic and Senior Secondary Education, Ibrahim Alpha Sesay, Minister of Trade and Industry, Julius Mattai, formerly of the National Mineral Agency, now Minister of Mines and Marine Resources. Also, among the recycled appointees, is Manty Tarawalli, formerly of the Ministry of Social Welfare, has been moved to Office of the Vice President as a Minister of State.
Reutilized, Bockarie Kalokoh is being recalled as the Deputy Minister of Finance II, with another new names; Jenaba Bangura Deputy Ministry of Finance I.
Francess Piagie Alghai is in as Deputy Minister of Foreign Affairs and International Cooperation designate.
Others include Sarjoh Aziz Kamara as the Deputy Minister of Technical and Higher Education, Emily K. Gogra, Deputy Minister 1 Ministry of Basic and Senior Secondary Education.

Another reused on the list is Umaru Napoleone Koroma who is being moved from a Deputy ministerial portfolio in the Office of the Attorney General and Justice Ministry to another Deputy Ministerial seat, at the Mines and Mineral Resources Ministry.
Bio catapulted incompetent Mathew Dingie from Principal Deputy Financial Secretary in the Ministry of Finance to the level of Financial Secretary.
A closed relation and nephew of presumes President Bio, Yankuba Askia Bio, is named as the General Manager of the Sierra Leone Port Authority designate, Judith Kosseh, Deputy Director General Sierra Leone Port Authority, Brima Swarray, from the failed National Public Procurement Authority to the National Revenue Authority, Commissioner-General. Wife of the SLPP National Chairman, Ann Marie Harding relocated from the Mines and Mineral Resources Ministry to NRA as the Deputy Commissioner 1 as one of Bio recycled appointees.
