To enhance Transparency and Efficiency… NPPA launches e-Government Procurement System

The National Public Procurement Authority (NPPA) has officially launched the Electronic Government Procurement (e-Government Procurement) documents, marking a pivotal step in Sierra Leone’s journey toward modernising public administration and fostering good governance.

Representatives from government, ministries, international partners, civil society, and the media attended the launch, which was held in one of the conference rooms at the Ministry of Finance (MoF).

Driving Transparency and Accountability

In his keynote address, Forie J. Konneh, CEO of NPPA, described the initiative as a “game-changer for public service delivery.”

He highlighted that the e-Government Procurement system aims to enhance government operations, transparency, accountability, and efficiency.

“This initiative underscores our commitment to building a governance system prioritising openness and accountability. Collaboration and commitment from all stakeholders will be key to its success,” Konneh stated.

Revolutionizing Service Delivery

Alfred H. Kandeh, Chairman of NPPA, expressed optimism about the e-Government Procurement system’s transformative potential.

He noted that the initiative would revolutionise how government services are delivered, making them more accessible to citizens and promoting good governance practices.

Similarly, Sylvester B. Alieu, Chairperson of the event and Deputy Director of Administration and Human Resources at NPPA, emphasised the role of technology in transforming public administration. “The launch of this system marks the beginning of a digitally integrated governance structure, setting a new standard for public service delivery,” Alieu remarked.

Financial Management and Modernization

More B. Momoh, Deputy Financial Secretary at the Ministry of Finance, highlighted the initiative’s alignment with the government’s broader vision of modernising public administration.

“Electronic governance will streamline processes, reduce delays, and improve service delivery to citizens. It represents a significant leap forward in public financial management,” Momoh noted.

Technical Advancements in Procurement

Alie Bangura, Technical Assistant for e-government Procurement (EGP), provided insights into the initiative’s technical aspects.

He underscored its critical role in modernising public procurement processes, emphasising greater accountability and efficiency in government transactions. “By streamlining operations and improving transparency, this initiative will ensure that public funds are utilised more effectively, directly benefiting citizens,” Bangura explained.

Broader Implications and Stakeholder Contributions

The launch event also included contributions from various stakeholders, including representatives of Ministries, Departments, Agencies (MDAs) and civil society organisations. The stakeholders commended the initiative, whilst providing valuable suggestions and recommendations for its successful implementation.

A Step Towards Streamlined Governance

The e-Governance initiative is designed to reduce bureaucratic inefficiencies, enhance public service accessibility, and promote good governance through digital platforms. Sierra Leone embraces this transformative approach and moves closer to achieving a modern, transparent, citizen-centred governance system.
