Two-thirds of the National Executive Committee (NEC), the National Advisory Council and the general membership of the Alliance Democratic Party (ADP) have issued an update on allegations of fraud and financial misconduct involving the party’s Chairman and Leader, Mr. Ibrahim Soumah (Brima Togo), and Secretary General, Mr. Foday Kamara.
The group says the matter, which was initially referred to the Anti-Corruption Commission (ACC), has now been referred to the Political Parties Regulation Commission (PPRC) for further investigation.
According to the statement, the National Advisory Council conducted an internal investigation following months of complaints from party members. The group says WhatsApp messages, money-transfer receipts, official party announcements and other party records were reviewed during the process.
The statement alleges that the two officials were found wanting on several matters, prompting the referral to state institutions.
The group alleges that the Chairman and Leader requested US$200 from a party member to pay a consultant for a financial audit report for the PPRC and to complete a payment of Le10,000 before funds could be collected.
It further alleges that three separate transfers were made to the personal accounts of party officials:
US$268 (SLE6,011.78) to Financial Secretary Madam Nadia Kargbo on 1 December 2025, reference 76680608;
US$223 (SLE5,001.09) to Secretary General Mr. Foday Kamara on 31 December 2025, reference 80402436; and
US$48 (SLE1,077.23) to Mr. Foday Kamara on 15 January 2026, reference 32599328.
The statement puts the combined value of the three transfers at approximately US$539 and alleges that there is no record showing the funds were deposited into the party’s official account.
The group also alleges that, on 5 February 2026, the Secretary General announced on the official ADP OATH GROUP platform that the member had fully paid his membership fees, declaring the amount as SLE6,000.
According to the statement, the amount allegedly received through the transfers was substantially higher, leaving a difference that the group says remains unexplained.
ACC Referral to PPRC
The group says a formal petition was submitted to the ACC on 21 July 2026 by Mr. George A. Macauley and three other founding members.
The petition was reportedly accompanied by copies of identification documents, money-transfer receipts, WhatsApp screenshots and a party-group announcement.
In a letter dated 12 August 2026, referenced 145/2026, the ACC reportedly informed the Chairman of the PPRC that it had reviewed the complaint and considered the matter one for the PPRC to address.
According to the statement, the ACC requested an update from the PPRC on the progress of the matter, with copies of the correspondence served on the ACC Commissioner, Deputy Commissioner and the complainants.
The group stressed that the referral does not mean the allegations have been dismissed, arguing that should the PPRC’s investigation uncover evidence of criminal conduct, the matter could be referred back to the ACC.
Calls for Full Investigation and Audit
The group is calling on the PPRC to:
Conduct a full investigation into the alleged misconduct and collection of party funds;
Order a comprehensive audit of monies received from party members in Sierra Leone and the diaspora;
Require the officials concerned to produce receipts, bank statements and other records relating to funds collected in the party’s name;
Protect the affected member and others who have provided information; and
Supervise a properly constituted National Delegates Conference to restore accountable leadership.
The group also advises members not to pay party funds into personal accounts while the investigation is ongoing.
Presumption of Innocence
The statement acknowledges that the allegations remain unproven and that the officials named are entitled to the presumption of innocence and a fair hearing.
It says the group will abide by the findings of the PPRC and, where applicable, the ACC.
The signatories thanked the ACC for its handling of the petition and expressed confidence in the PPRC. They also urged party members to remain calm and lawful while appealing to the media and public not to speculate about the identity of the member at the centre of the complaint.
