The Minister of Public Administration and Political Affairs (MoPAPA) Hon. Amara Kallon urged all Civil Servants to strictly adhere to the Civil Service Codes and Rules. He made this statement during a meeting he held with staff of the Ministry in the conference room on Monday 11th May, 2026.
During the meeting, the Minister strictly emphasis on the issue of attendance. He deliberated on how workers came late and leave early prior to the official time stated in the Civil Service Codes and Rules. He admonishes all civil servants in the service to familiarise themselves with the codes and rules which will enable them to become effective and efficient service delivers. Also, it will aid civil servants to abstain from being defaulters and adhere to the codes and rules regularly.
Another issues he raised was Insubordination. Minister Kallon talked about compliance to the workforce. Because at times workers don’t fulfil assignment, tasks and responsibilities on time which affects the progress of the job in terms of achievement.
“We called it Insubordination. In the military they salute the rank the individual holds. Same to the police. You’re not doing it for me, you’re doing it for the position I carry. You’re serving the constitution of Sierra Leone”. He added.
Dress code and ethics was the talking point for the Minister. He echoed the issue of civil servant dressing inappropriately and failing to comply with the ethics of the service which is detrimental to towards achieving the mandates of the various Ministries Departments and Agencies. Work compliance. People don’t work to time.
“To every rights, there’s a responsibility. Dressing is a means of Communication. Both male and female should dress appropriately while coming to the office. In the office we’re not friends, we’re colleagues. After job, we’re friends by achieving our specific goals. In the public service act there is ethics. They talked about ethics”. He noted.
According to the Minister, there is a work relationships and human relationships. Don’t allow office relationships to be part of your home or place of work. Office is not a home. After job, go home. It’s bad for the office environment. It reflects negative morals in the offices.
He concluded by warning against sales in offices. “I’m not against sales, it’s the visibility that matters”. Businesses are seen along the entrance of offices and it not appropriate in an administrative environment.
Mohamed Kutubu, the Permanent Secretary of MoPAPA, recapped and appealed to colleagues to come early to work and leave work according to the stipulated time stated in the Civil Service code and rules. He said the appropriate time to come to work is 8:30 am and leave at 16:45 GMT from Monday to Friday.
