Newton, Sierra Leone – Twelve Executive Directors from the World Bank today visited the Regional Emergency Solar Power Intervention Project (RESPITE) site in Newton to assess progress on Sierra Leone’s largest utility-scale solar facility.
The delegation, led by World Bank Country Director for Sierra Leone Abdu Muwonge, was received by Minister of Energy Cyril Grant and Deputy Minister II Abdrahman Jalloh, alongside senior representatives from the Ministry of Energy, Electricity Distribution and Supply Authority (EDSA), Electricity Generation and Transmission Company (EGTC), and the Owner’s Engineer team.
The 30-megawatt solar photovoltaic plant, paired with 12 battery energy storage units, is designed to deliver clean, reliable power and strengthen grid stability. During the visit, the facility was producing 27–30MW under favorable sunlight conditions.
“RESPITE marks a turning point for Sierra Leone’s energy sector,” said Minister of Energy Cyril Grant. “This project shows what is possible when we combine government commitment with strong partnerships. Once fully online, it will deliver affordable, clean power to homes and businesses, reduce our dependence on emergency thermal plants, and drive industrial growth.”
Edward Kaweshe, Project Coordinator for the Owner’s Engineer, briefed the delegation on construction progress, system integration, and operational readiness. The site tour included inspections of solar arrays, battery systems, and control infrastructure, with direct engagement between delegates and technical staff.

The World Bank remains committed to supporting the government’s vision for reliable, sustainable electricity that powers development and improves lives.”
Deputy Minister II Abdrahman Jalloh introduced the project team and highlighted key implementation milestones achieved to date.
Once fully operational, RESPITE will significantly expand access to sustainable electricity and support national economic growth.
